During the time that I've lived at The Incline, we've gone through 6 managers and 5 maintenance personnel. This turmoil resulted in widely inconsistent approaches to issues such as what to do about the adjacent homeless camp (under the RR bridge where Fillmore passes over the railroad tracks), the "dumpster diving" that accompanies the homeless (see pic), the ongoing endless destruction of the fence around the property as the homeless climb it or, drag things over it, or cut through it or drunk drivers coming off I-25 run it over. , Keeping up with the constant damage to property and vehicles of resident's is in itself a part-time job. CSPD are on site daily and do their best.
With the owners support, a prior manager, Lisa, aggressively went after these issues. Sure, it made her job harder to have to be constantly calling in the fence repair crew, but it made our property more secure and living arrangements safer for all of us. She was top-notch but moved on, to be replaced by the current management team whose overarching philosophy seems to be "raise rent, do nothing." Lisa had invested in a new roof, gutters, repainting exterior, resurfacing the parking lot, etc., but all these much-needed major Capital improvement projects came to an end with her departure.
As "Fillmore Crossing", these apartments had a bad reputation for crime, vandalism and drugs. Notwithstanding the new name, The Incline, I can assure you, this is no place for families. The new name has not brought any change in the long-standing problems and greater investment of capital is needed to bring it up to a minimal standard. The property is over 60 years old and needs more time, care and attention than the current manager is willing to invest.
The neighborhood itself is not the best. Bordered on the North by mobile home park (Holiday Village), to the East by Burlington Northern railroad tracks, to the South by head shops Blown and Fillmore Smoke Shop, & to the West by noisy and busy I-25, this is not an area of town you let your children out unattended or go out on your own without assuming some risks. For the same money, you can get new construction, more amenities and a cooperative partnership-attitude with on-site managers. I recommend: Avoid.
